Rochester Police Pepper Spray 9-Year Old Girl!
Some, including the Attorney General, are disturbed by what happened to a 9-year old child after Police apparently peppered sprayed her!
According to TMZ, Letitia James says her office is looking into the incident, which she called “deeply disturbing and wholly unacceptable.”
